After reading all the bad reviews I feel compelled to write one myself.
I bought this set several months ago and also have given it as Birthday presents to some other 3 year old children. We have always enjoyed playing with these tools together.
Yes, I agree a 3 year old can not handle the twister tool without some adult assistance, but the fun with these tools is the playing together part. 

The Play doh is very soft and its consistence makes clean up very easy. After prolonged use the dough does start to dry out and tends to stick more and you just need to replace it with a new pot. My sons friends also enjoyed playing with these tools as I was told by the parents repeatedly.

This set contains a tool to make a twisted braid that looks fun when it comes out the twister. But you can also manipulate the strands and make other shapes out of them.
The second tool makes different shapes of cookies out of a flat piece of Play doh. The attachment on top makes the cookies pop out with a POP. And our son just loves that. The third tool does 4 different indentations into the Play doh pieces you have created like swirls, a flower etc..

There is another Super Tools set that complements this set. That set includes a Confetti Maker,An EZ Molder that makes cookies/shapes like moms cookie press and a pair of scissors that has two ways of cutting. You can lift out the "blades" and twist them to cut either straight or in waves.

We have had hours of fun with these tools. Some need adult assistance others are very easy to use by the child.The quality is first class plastic in fun colors and in very sturdy construction.Give them a try. They are inexpensive and also available in stores where you can look at them first.We need to challenge our children more. They will develop their fine motor skills using these tools and as they get used to them and get older they will be able to play with them alone.And they are made well enough to last that long.

I use these play doh tools with my OT students to help them develop motor planning, hand strengthening and, in the case of the the Confetti Maker, bi-manual skills. My kids love this activity because of the tactile/sensory component, and I love helping them to develop important skills that will aid in their development. So, consider this toy Occupational Therapist approved!

My two year old has been playing with the braid / rope tool alone for months. I had to show him how to twist the handle but once he caught on, wow has he been happy. It makes him so proud to see his art. Then he takes the ropes and pretends they are various things like dental floss or a mustache. I can't believe this one silly tool makes him so happy. He is somewhat difficult to keep occupied and it's brought me so much peace of mind and time to actually watch TV while he plays, even think my own thoughts! The other play doh toys are a little advanced for his age. Worth it for the braid machine alone.
